Comments, highlights, and notes are useful during PDF review. They can also become a problem when you send an external or public version. Internal questions, names, and draft remarks do not automatically belong in the final file.
Comments are separate document elements
A PDF annotation is not simply part of the printed page image. Comments, highlights, and other annotations can be stored as separate objects. A page may look clean while internal notes still exist in the comments panel.
Why this matters before sharing
Review comments often contain information intended only for colleagues: open questions, approval notes, alternative wording, or names of people involved. Sending those comments can create confusion or expose information unnecessarily.
Check highlights and drawings too
Do not look only for text comments. Arrows, freehand drawings, stamps, and highlights can also remain in the file. Review the full annotations list as well as the visible page.
What does flattening mean?
Some workflows flatten comments or form content into the visible page. The annotation is no longer interactive; it becomes part of the rendered page.
Flattening does not replace review. An internal remark is still inappropriate if it is permanently visible on the page.
Remove comments only when that is the intended final state
Not every annotation should disappear. In a review copy, comments may be the whole point. The important step is to decide deliberately which version the recipient is meant to receive.
Author and time information
Annotations may include extra properties such as an author name or timestamp, depending on the PDF and the software used. If a document is being published or anonymized, inspect those properties as well as the comment text.
A short review routine
- Open the saved final PDF.
- Show all comments and annotations.
- Remove internal or obsolete notes.
- Check visible highlights, drawings, and stamps.
- Reopen the file and confirm that the intended final state remains.
Redaction is a separate issue
Removing comments is not the same as redacting confidential page content. If sensitive information appears in the actual document, use a real PDF redaction process. Review annotations and page content separately.

Conclusion
Comments and annotations are useful working tools, but they do not automatically belong in every final version. Before sharing a PDF externally, review its annotation layer deliberately.
